Bill Bostic
As founder of Axis, Bill’s focus is developing and implementing high level long and short-term strategies, making corporate decisions, managing the overall operations, and demonstrating effective leadership. Bill’s decades of construction experience include a former position as Senior Project Manager and Director of Business Development for a prominent design/build firm with extensive experience in high end office design and construction. Bill establishes the strategy and goals for Axis in collaboration with the upper management team and guides the organization’s growth through career development, community impact and financial forecasting.

Steve Finkelstein

 

As Director of Operations, Steve is responsible for the overall construction management process. He works closely with each job’s project manager and superintendent and brings more than 55 years of experience, leadership, and organization to the team. Steve has been directly involved in every aspect of construction, from the scheduling and design phase coordination to cost engineering and overall field supervision. His experience includes projects large and small, including but not limited to, multi-phase retail complexes in excess of 500,000 square feet, complex medical environments, and tenant occupied renovations for office and hospitality environments.

Shawn Frawley

As Project Executive, Shawn oversees all project management operations from inception to completion, across all business units. He ensures that the department provides strategic insight during the preconstruction phase and executive oversight during construction by monitoring project cost, schedule, quality, and safety. Shawn’s build experience offers a distinct advantage through developing risk mitigation plans, constructability solutions, and project execution strategies. He deploys Lean construction techniques by guiding his project managers in how and when to implement those methods. His prime objective is to deliver success on every Axis project.

Garret Urban

Garret is responsible for the pursuit and procurement of sales and projects for the Pennsylvania, Delaware, and New Jersey regions, identifying potential projects and clients, developing, and maintaining client relationships, and organizing the overall business strategy for Axis. Garret prepares and executes business action plans for each specific target market and identifies and tracks project leads. He participates in contract review and negotiations and tends to our clients’ needs and requirements by providing expert project planning and procurement advice prior to project start-up.

Valerie Quinlan

Valerie started with Axis Construction Management in 2006 and has been an integral part of the team ever since. She provides expertise in major roles of the Human resources department, managing 40+ employees; as well as being the Accounts Receivable Specialist. Valerie received her Bachelor of Arts in Business from Weidner University and she continued her education experience by receiving two additional certificates in Human Resources in 2011 and in Accounting in 2017.

George Felici

George manages the design review, project budgets, and value engineering services. Additionally, he has extensive experience in estimating and cost control ranging from conceptual estimates and cost model preparation to quantity take-offs, bid package estimates, and GMP estimates. George knows the pulse of the marketplace and is adaptable to its changes. This trait helps him prepare life cycle cost studies, value engineering studies, and document reviews for constructability giving the client the best path to fulfill their vision. George knows that the success of a project is built on a clear understanding of the client’s needs in terms of budget and schedule. He works closely with the client to learn their unique set of goals and uncovers what they deem as a successful project trait.

Lisa Busciacco

Another long-term employee, Lisa began her career at Axis in 2007.  As Controller and Contracts Administrator, Lisa plays a pivotal role in overseeing and managing the financial aspects of construction projects. Her responsibilities encompass budgeting, financial analysis, cost control, and financial reporting. Working closely with project managers, executives, and accounting teams, she ensures the effective financial management of construction projects, helping to optimize costs, maintain financial transparency, and contribute to the overall success of the organization.

As the Accounts Payable Specialist Robin is responsible for managing the financial transactions related to accounts payable within Axis. Her role involves coordinating with project teams, subcontractors, and vendors to ensure accurate and timely invoicing, collections, and reconciliation of accounts. Robin plays a crucial role in maintaining positive cash flow and supporting the overall financial health of Axis Construction.

Lisa Bankert

Lisa began her career at Axis in 2012.  She oversees our estimating department and is the direct contact for our subcontractor base.  Lisa has a keen understanding of the ever-changing market and works alongside the estimators to ensure the right project team is put together.

Wendy Keim

As Axis’ Safety Director, Wendys primary responsibility is to ensure the safety and well-being of all personnel on construction sites. She develops, implements, and oversees safety programs, policies, and procedures to mitigate potential hazards and comply with regulatory requirements. Collaborating closely with project managers, contractors, and owners, she fosters a culture of safety and promotes best practices to prevent accidents and injuries.

Mike Mceachern

Mike joined Axis in 2017.  He has a gifted talent at identifying factors that affect construction costs, such as production time, materials, and labor. Mike closely collaborates with project engineers, architects, clients, and contractors to properly estimate project costs. Because of his experience working with numerous trades in the field and in the office, Mike can provide value engineering ideas, logistical insight, and construction methodology that others may overlook.

Tony is an integral part of the Senior Project Management staff.  Tony’s construction experience spans 40 years and the great majority of that time has been dedicated to commercial construction.  Like his peers Tony offers out-of-ground experience, from pre-construction through to punch-out and turnover.

Brima Conteh

Brima has an impressive background in construction spanning over 20+ years.  He joined Axis in 2023 as Senior Project Manager.   Brima plays a crucial role in overseeing and managing all aspects of construction projects from initiation to completion. His position requires a strong combination of leadership, project management skills, and a deep understanding of construction processes. Brima ensures that projects are completed on time, within budget, and in compliance with all relevant regulations and quality standards.

Joe Solimeo

Joe is a member of our senior operations staff.  Joe’s resume offers 38 years of practical boots on the ground construction experience.  Joe has extensive out-of-ground experience in single and multi-story configurations. Joe also oversees a vast majority of Axis’ medical and educational projects.

Bruce Crawley

Bruce started 2004 as a Project Manager and has excelled in role here at Axis since. Bruce has an extensive educational background, attending Linn‐Benton Community College and has had various continuing Construction education as well as being LEED, AP Accredited. His experience includes scheduling, design phase coordination, cost engineering and overall field supervision.

Chris Cohen

Chris has 30 years of daily construction experience as part of his pedigree.  He began his construction career as a rough framing and finish carpenter in both the residential and commercial marketplaces.  In 2006, Chris was employed with Axis in the role of Superintendent. Chris is highly skilled across the board in various construction categories, including carpentry, mechanical, plumbing, electrical, etc.  He is well versed in working within sensitive and compromised health environments.

As the Site Superintendent Adam plays a crucial role in overseeing the day-to-day operations of a construction site. Toni began her career here at Axis in 2014.  As onsite assistant project manager, she serves as an integral member of the project management team, providing crucial support and coordination to ensure the successful execution of each project.   She has a vast knowledge of project management principles and methodologies due to her persistence in continuing education classes.

Karly Eyre

Karly joined Axis in 2018 with a history in the construction industry.  As an Assistant Project Manager Karly provides support to the project managers, clients, subcontractors, and field personnel.  This role includes but is not limited to project coordination, document management and overall determination to the successful completion of each project.

Hannah Biggs

Hannah joined Axis in 2018 and is a valuable member of the operations staff.  As an Assistant Project Manager her role involves supporting the project manager in various tasks to ensure the successful completion of construction projects.   This role includes but is not limited to project coordination, document management, facilitating communication between clients, subcontractors, and team members.
